Third Meeting of States Parties to The Treaty on the Prohibition of Nuclear Weapons

The Third Meeting of States Parties to the Treaty on the Prohibition of Nuclear Weapons will be held from March 3 to March 7, 2023, at the United Nations Headquarters in New York. The dates and location were decided upon by the Second Meeting of States Parties at its 10th plenary meeting on December 1, 2023 (see TPNW/MSP/2023/14, para.24) and confirmed by the United Nations General Assembly in its resolution 77/54 of December 13, 2023.

H.E. Ambassador Akan Rakhmetullin (Kazakhstan) was elected as President of the Third Meeting of States Parties at the Second Meeting of States Parties at its 10th plenary meeting on 1 December 2023.

NAPF - RTT Side Event Details

Sunday, March 2: ICAN Campaigners Meeting (Attendance Optional)

ICAN will hold a campaigner forum in the iconic Riverside Church in New York City. This meeting will bring together ICAN partners and allies in efforts to eliminate nuclear weapons and support justice for those affected by nuclear weapons use and testing. This interactive campaign event will also be a moment for ICAN partners and allies to renew and revive relationships with one another, strengthening the global movement to end nuclear weapons. During the forum we expect to hear from 2024 Nobel Peace Laureates Nihon Hidankyo; discuss issues around nuclear justice; strengthen the stigma against nuclear weapons and pro-nuclear weapon policies; connect with other campaigns, and; increase the power of the UN Treaty on the Prohibition of Nuclear Weapons.

Monday, March 3: International Youth Orientation

Building upon our past youth orientations at the Embassy of Ireland in Vienna and Mission of Ireland to the United Nations for the First and Second Meetings of States Parties, we are aiming to convene another youth orientation. This youth orientation will be open to all youth groups and will be centered on two interactive panels with former RTT interns, current Hiroshima and Nagasaki peace messengers, nuclear testing survivors from Kiribati and Kazakhstan, and the International Campaign to Abolish Nuclear Weapons. This youth orientation is being organized and will be led by young members of our delegation.

Tuesday, March 4, 2025: Mayors for Peace Event

Mayors for Peace, jointly hosted with ICAN, will hold this side-event to highlight the voices of civil society in the movement for a nuclear-weapon-free world. The event will feature presentations by hibakusha and youth, followed by an interactive session fostering dialogue between them and attendees.

The N.O.N.E. Disarmament Exhibition will open with a symbolic walk to launch the N.O.N.E. campaign. This event will feature the participation of Under-Secretary-General Izumi Nakamitsu and H.E. Akan Rakhmetullin of Kazakhstan, President of the Third Meeting of States Parties to the Treaty on the Prohibition of Nuclear Weapons.

This event will report on the recent results of the Youth Peace Awareness Survey survey, which highlights how youth perceive nuclear abolition. By analyzing the results, we will explore how we can improve youth participation in the nuclear abolition movement.

The second part of the event will feature young leaders from the Pacific Islands and international disarmament organizations who will share firsthand experiences of nuclear legacy and explore innovative approaches to disarmament education.

This interactive discussion will bring together civil society representatives of affected communities and youth groups present at the Third Meeting of States Parties. The event will focus on discussing the campaign and its goals, fostering collaboration among stakeholders working toward nuclear disarmament and justice for affected populations.

Wednesday, March 5: Film Screening of 'Silent Fallout' and Panel Discussion at Columbia

To highlight the widespread effects of nuclear testing, NAPF and RTT will present the film, Silent Fallout by Japanese director Hideaki Ito regarding the exposure of US communities to fallout from the American nuclear tests in the 1950s and 1960s. This event will be followed by a panel of esteemed experts and activists. The panelists will include Archbishop Wester of Sante Fe; Mary Dickson, writer and journalist from Utah; and Ambassador Silk of the Marshall Islands. Dr. Ivana Hughes of NAPF will chair the panel.

Thursday, March 6: Nuclear Weapons and Gender

Focusing on how gender intersects with the impact of nuclear weapons, this event will raise awareness about the disproportionate impact of nuclear weapons on women and girls. The event will feature Dr. Ivana Hughes of NAPF; Two RTT Canada Coordinators; Senator Marilou McPhedran of Manitoba; and Dr. Jennifer Simons, Founder and President of the Simons Foundation Canada, who will deliver the keynote presentation. Other speakers will include representatives from Kiribati and Mexico. Stella Dean Rose, a former NAPF intern and youth advisor, will moderate the discussion.

Thursday, March 6: NYU Event Examining the Relationship between the Humanitarian Impact of Nuclear Weapons and the TPNW

Youth engagement is pivotal in advancing nuclear disarmament efforts and fostering a peaceful future. New York University (NYU) has the potential to be a space that encourages this youth engagement by helping equip youth leaders with the tools and knowledge necessary to make a meaningful impact on the humanitarian impact of nuclear weapons. NAPF and its youth initiative, Reverse The Trend (RTT), are interested in organizing a panel/orientation at NYU that will prepare its students to become active and informed on the Third Meeting of States Parties (3MSP) to the Treaty on the Prohibition of Nuclear Weapons. We aim to provide these students with the foundational knowledge concerning the Treaty on the Prohibition of Nuclear Weapons and the humanitarian impact of nuclear weapons. This can allow them to engage with other academics, and their peers in a knowledgeable and informed manner. Attendees will understand the TPNW and humanitarian impact of nuclear weapons more thoroughly after our NYU event. This will allow them to participate in further conferences regarding this treaty. Leading diplomats and third and fourth-generation survivors of the use and testing of nuclear weapons will interact with themselves and the students. By fostering a collaborative and inclusive environment, NAPF and RTT aim to equip students with the necessary resources to understand the complexities of the 3MSP and understand the importance of nuclear disarmament.

Friday, March 7: Lasting Physical and Psychological Effects of Nuclear Weapons

NAPF, RTT’s South and Southeast Asia Chapter, and Youth for the TPNW are planning a side event on the psychological and long-term effects of nuclear weapons, especially for vulnerable groups, such as children and the elderly and fostering dialogue and cooperating to create a pathway for justice and reconciliation within the context of the ASEAN region.

This event directly builds upon our previous ASEAN workshop, which was spearheaded by youth from the region and co-sponsored by Thailand and Malaysia respectively. Given the growing proliferation of nuclear weapons near the ASEAN region (India, Pakistan, China, and North Korea are a few examples) it is pertinent to highlight ASEAN as a model for non-proliferation efforts.
